Job Description
The Municipal Government Department Head I assigned to the Municipal Economic Enterprise Development Office (MEEDO) is responsible for the overall planning, administration, supervision, and management of municipal economic enterprises and income-generating facilities. The position ensures the efficient and sustainable operation of these enterprises, proper management of municipal resources, compliance with applicable laws and ordinances, and effective delivery of services to the public.
Duties and Responsibilities
Direct, manage, and supervise the day-to-day operations of the MEEDO and its personnel.
Administer and oversee municipal economic enterprises and income-generating facilities, including public markets, stalls, commercial spaces, terminals, cemeteries, slaughterhouses, and other facilities under the office, as applicable.
Develop and recommend programs, projects, policies, and strategies aimed at improving the operation, management, and profitability of municipal economic enterprises.
Supervise the proper utilization and maintenance of municipal economic facilities, equipment, properties, and other resources under the management of MEEDO.
Monitor the collection of fees, rentals, charges, and other lawful revenues generated from municipal economic enterprises and ensure that collections are properly documented and remitted in accordance with government accounting and auditing rules.
Recommend appropriate rates, fees, rentals, and charges for municipal economic enterprises and facilities, subject to existing laws, ordinances, and approval requirements.
Monitor the compliance of stallholders, lessees, concessionaires, and other users of municipal economic facilities with contracts, permits, ordinances, rules, and regulations.
Coordinate with the Municipal Treasurer, Municipal Budget Officer, Municipal Accountant, and other concerned offices on matters involving collections, financial reporting, budgeting, and management of municipal economic enterprises.
Prepare and submit plans, budget proposals, accomplishment reports, financial-related reports, and other required documents pertaining to the operations of MEEDO.
Maintain an updated inventory and database of municipal economic facilities, stalls, lessees, occupants, contracts, permits, and other relevant records.
Identify opportunities for the improvement and expansion of municipal economic enterprises to increase local economic activity and generate additional municipal income.
Ensure the proper implementation of rules and regulations governing the use and operation of municipal economic facilities.
Address complaints, requests, and concerns of vendors, stallholders, lessees, consumers, and other stakeholders and recommend appropriate action.
Coordinate with national government agencies, barangays, business groups, vendors' associations, private-sector organizations, and other stakeholders in promoting local economic development.
Recommend rehabilitation, improvement, modernization, or expansion of municipal economic facilities based on operational needs and community requirements.
Assist in the formulation and implementation of local economic development initiatives that promote entrepreneurship, investment, employment, and sustainable livelihood opportunities.
Ensure transparency, accountability, and efficiency in the management and operation of municipal economic enterprises.
Supervise the preparation, safekeeping, and proper management of MEEDO records and documents, including leases, permits, contracts, billing records, inspection reports, and other official documents.
Monitor the performance of MEEDO personnel and recommend appropriate training, capacity-building, and personnel development activities.
Perform other related duties and responsibilities as may be assigned by the Municipal Mayor or other authorized officials and as provided by existing laws, ordinances, rules, and regulations.
