Job Description
Assists in the planning, development, implementation, coordination, and monitoring of the municipality/city's disaster risk reduction and management programs and activities. The position supports the LGU in reducing disaster risks, strengthening preparedness and response capabilities, and protecting lives, property, and critical resources.
Duties and Responsibilities
Assists in the formulation, implementation, and updating of the Local Disaster Risk Reduction and Management Plan (LDRRMP) and related DRRM plans and programs.
Assists in conducting disaster risk assessments, including hazard, vulnerability, exposure, and capacity assessments within the locality.
Monitors weather forecasts, hazard information, and disaster-related advisories from concerned national government agencies and disseminates relevant information to concerned offices, barangays, and communities.
Assists in the operation and maintenance of the Emergency Operations Center (EOC) and other DRRM communication and coordination facilities.
Assists in the development, maintenance, and testing of early warning systems and emergency communication procedures.
Participates in the planning and conduct of earthquake, fire, flood, typhoon, tsunami, and other emergency drills and simulation exercises.
Assists in the conduct of training, orientations, seminars, and information campaigns on disaster preparedness, prevention, mitigation, response, and recovery.
Assists in coordinating emergency response operations, including evacuation, search and rescue, relief operations, and other appropriate response activities.
Assists in coordinating with barangays, national government agencies, schools, health facilities, volunteer groups, NGOs, and other DRRM stakeholders during emergencies and disasters.
Maintains updated inventory and records of DRRM equipment, supplies, vehicles, facilities, personnel, and other available resources.
Assists in conducting rapid damage assessment and needs analysis (RDANA) and gathering information on affected persons, properties, infrastructure, and livelihood.
Prepares and maintains situation reports, incident reports, disaster documentation, damage assessment reports, and other DRRM-related reports.
Assists in maintaining an updated database of hazards, vulnerable areas, population, resources, evacuation centers, and other relevant DRRM information.
Assists in the identification of evacuation centers, safe areas, evacuation routes, and critical facilities and ensures that relevant information is properly documented.
Supports programs and activities related to disaster prevention, mitigation, climate change adaptation, and community resilience.
Assists in monitoring the implementation of DRRM projects, programs, and activities and provides necessary documentation and reports.
Participates in post-disaster assessment, rehabilitation, and recovery activities.
Ensures proper filing, safekeeping, and retrieval of DRRM records and documents.
Performs administrative and technical support functions necessary for the effective operation of the Local Disaster Risk Reduction and Management Office.
Performs other related duties and responsibilities as may be assigned by the Local Chief Executive, LDRRMO Head, or authorized supervisor, consistent with applicable laws, rules, and regulations.
