Municipal Planning and Development Office

I. OFFICE MANDATE

The Municipal Planning and Development Office (MPDO) serves as the backbone of a Local Government Unit. Specifically, its mandates and functions are:

v  Formulate integrated economic, social, physical and other development plans and policies for consideration of the local government.

v  Conduct continuing studies, researches and training programs necessary to evolve plans and programs for implementation.

v  Integrate and coordinate all sectoral plans and studies undertaken by the different functional groups or agencies.

v  Prepare comprehensive plans and other development planning documents for the consideration of the LGU.

v  Promote people participation in development planning within the LGU concerned.

v  Exercise supervision and control over the secretariat of the Local Development Council.

v  Monitor and evaluate the implementation of the different development programs, projects and activities in the LGU concerned in accordance with the approved development plan.

           v  Attend biddings of supply of materials, labor and equipment of different projects, purchase of medicines, equipment and other supplies needed in the operation of the Municipality as one of the Members of Bids and Awards Committee.

 

II. OFFICE VISION

 The Municipal Planning and Development Office of Tapaz aspires to be:

 “An effective and efficient partner of an empowered government formulating dynamic, sensitive, responsive and sustainable development plans ensuring quality of life to every Tapaznon.”

  

III. OFFICE MISSION

  1. To prepare comprehensive plans and other development planning documents;
  2. To provide technical assistance and services to other offices relative to physical and socio-economic development planning;
  3. To monitor and evaluate the implementation of the different development programs, projects and activities in the city;
  4. To integrate and coordinate all sectoral plans and studies undertaken by the different functional groups or agencies;
  5. To accept applications for zoning clearance and issue such clearance upon satisfactory compliance with existing laws, rules and regulations;
  6. To notify owners of buildings and other similar structures for violation of the zoning ordinance and recommend measures to rectify such violations;
  7. To recommend changes in the zoning ordinance which may arise from time to time; and
  8. To conduct continuing studies, researches, and relevant training necessary to evolve plans and programs for implementation.

 

IV. MAJOR THRUSTS

1.   Provision of assistance in the development and formulation of a realistic and comprehensive development plan and other development planning and activities in accordance with the local needs and available resources.

2.   Coordination and integration of planning implementation and evaluation of economic and social development projects.

3.   Provision of assistance in the development and progress along the areas of development such as agricultural, infrastructure, fiscal management and other socio-economic programs of the municipality.

  • Issuance of Certificate of Site Zoning Classification.
  • Issuance of Zoning / Locational Clearance for Business Permits.
  • Issuance of Zoning / Locational Clearance for Building Permits.
