On December 11, 2024, Dumalag Vocational-Technical School (DVTS) celebrated the completion of its Special Training for Employment Program (STEP) with a vibrant closing ceremony at the PAGCOR Multi-Purpose Evacuation Center in Brgy. Carida, Tapaz, Capiz. The event honored the achievements of seventy-three (73) completers in Masonry NC I, Masonry NC II, and Carpentry NC II, reaffirming the programโ€™s commitment to providing technical education as a pathway to sustainable livelihoods and community development.

The program commenced with a processional of the proud completers and honored guests, followed by the national anthem and an opening prayer led by John Mark C. Adolacion, Instructor I at DVTS.

Hon. Judith Balijo, Brgy. Captain of Carida, Tapaz, warmly welcomed attendees with an inspiring address, emphasizing the vital role of technical and vocational education in empowering local communities. Revic C. Frebaldos, EdD, DVTS Vocational School Administrator III, formally presented the candidates for completion. They were confirmed by Mr. Kenneth B. Lavezora, Senior TESD Specialist, representing Dir. Rick M. Abraham, Provincial Director of TESDA-Capiz. Mr. Lavezora also delivered motivational insights, encouraging the completers to maximize the opportunities brought by their newly acquired skills.

The event was further enriched by the participation of the Provincial Mobile Force Company of the Provincial Police Office, represented by 2nd PCpt Dandy A Delfin, Assistant Force Commander of the 2nd PMFC, alongside personnel deployed under the Revitalized-Pulis Sa Barangay initiative. Their presence highlighted the strong collaboration between local authorities and community development programs in fostering safety and empowerment.

Special appreciation was extended to Ma. Cristina Gicole, Designated Community Training and Employment Coordinator (CTEC) of LGU Tapaz, for her coordination at the barangay level and facilitation of meetings with the Barangay Captains. The significant role played by Prof. Arlie Araรฑa, DVTS Extension Program Coordinator, was also acknowledged for ensuring the programโ€™s success. Heartfelt gratitude was given to the dedicated trainersโ€”Ronelio Pardilla, Jr, Roland Llorito, and Catherine Del Mendoโ€”whose expertise and guidance were instrumental in the training programโ€™s implementation.

Key addresses were delivered by notable leaders, including Hon. Roberto O. Palomar, Municipal Mayor of Tapaz and his wife Maโ€™am Milagros โ€ Chayโ€ Palomar, with Dr. Chad Bryan Hilado Municipal Health officer and Hon. Nestor G. Gloria Sr., Brgy. Captain of Garcia, Tapaz. They emphasized the transformative impact of the training program on the beneficiaries and its contribution to advancing community development under EO 70.

One of the most heartfelt moments was the impressions shared by trainees Antonio E. Perje (Masonry NC II) and Freddie G. Galagate (Carpentry NC II), who reflected on their journeys and expressed aspirations to utilize their skills for personal growth and community betterment.

The distribution of certificates of completion symbolized the culmination of the traineesโ€™ dedication and perseverance. Hon. Jimmy G. Garbosa, Brgy. Captain of Sta. Ana, Tapaz, delivered the closing remarks, commending the participants and DVTS for their significant contributions to the EO 70 initiative.

The ceremony, skillfully emceed by Ms. Nehema O. Felasol, Instructor I, concluded with a message of hope and inspiration, underscoring the importance of technical education in transforming lives and fostering economic opportunities.

This initiative underscores DVTSโ€™s unwavering commitment to equipping individuals with practical skills, empowering communities, and driving sustainable development. It stands as a testament to the profound impact of education and collaboration in uplifting lives and building a better future for all.
